State and Local GSA Buying Programs

Disaster Purchasing allows eligible state and local governments to quickly and efficiently acquire products and services through our Multiple Award Schedule (MAS) or by establishing blanket purchase agreements (BPA) with MAS contractors. 

 Disaster Purchasing is available to support disaster preparation, response, and recovery efforts related to natural or man-made disasters that have been declared by FEMA. In addition, it provides resources for recovery from terrorism, as well as incidents involving nuclear, biological, chemical, or radiological attacks. 

Cooperative Purchasing empowers eligible state and local government agencies to conveniently purchase commercial IT, law enforcement, and security-related products and services from approved categories—whether for immediate or future needs. Benefit from a streamlined buying process with access to pre-vetted vendors, and the flexibility to purchase at any time, for any reason. 

The 1122 Program enables states and units of local government, as defined in 10 U.S.C. 281(d), to purchase equipment specifically for counter-drug, homeland security, and emergency response activities.   

To participate in the 1122 Program, your state must have a certified (State Point of Contact (SPOC). For more information or assistance with placing orders, please contact your state's SPOC.

When the Secretary of Health and Human Services declares a Public 

Health Emergency (PHE), eligible state and local governments can quickly respond by placing orders or establishing blanket purchase agreements for critical supplies and services.
